Payback time: Invest proceeds of 4G sale in UK science :: Authors: Imran Khan & Stian Westlake
Earlier this month the UK government pledged £600 million (US$968 million) to science projects in recognition of the country's need to develop a more high-tech economy to promote sustainable growth. The Campaign for Science and Engineering (CaSE) and the UK charity Nesta are urging the (Source: Nature)

With food safety bill, U.S. government will spend nearly $1 million per person to prevent food-borne illness deaths :: (NaturalNews) The recently-passed Food Safety Modernization Act, which was passed in order to prevent food-borne illness deaths in the USA, will cost $1.4 billion over the first five years. But nobody thinks about the economics of the issue. How many people are we going to save by spending this $1.4 billion, even assuming it works? To answer that question, let's look at the food illness fatality figures offered by the CDC:• Out of the 5,000 food-borne illness deaths each year in the United States, only 1,809 are "attributable to foodborne transmission" according to the CDC (http://www.cdc.gov/ncidod/EID/vol5no5/mead.htm#Table%203).• E.coli, which is often quoted in the big scare stories about food safety, only kills 78 people a year through food-borne transmission (52 plus 26, fro...

New evidence on financing equity in China's health care reform - A case study on Gansu province, China :: Conclusions:
Health care financing policies in China need ongoing reform. Given the inequity of general consumption taxes, elimination of these would improve financing equity considerably. Optimizing benefit packages in public health insurance is as important as expanding coverage, both for health care financing and for utilization management as well. Although they are progressive, out-of-pocket payments are not equitable in China and have the effect of excluding the poor from health care as they cannot afford to pay for medical care and so withdraw from treatment. Medicare, the beloved budget buster :: The program is the single biggest factor in the deficit over the long run. But there are no easy fixes. While President Obama spars with congressional Republicans over whether to raise taxes, advocates for the elderly have been girding for a fight that promises to be at least as intense: what to do about the rising cost of Medicare, the federal health insurance program for the elderly and disabled. The program is vital to its beneficiaries, but its expenses are growing far faster than federal revenues or the economy. In fact, it is the single biggest factor in the deficit over the long run. And with multiple forces driving up costs, there's no easy way to solve the budget problems it presents. (Source: L.A. Longer Lives, Lower Incomes for Japanese Women :: When Hiroko Taguchi retired this past April, at the age of 64, from her job as an insurance sales agent, she joined the rapidly growing ranks of Japan's aging women who now outnumber their male counterparts.
Taguchi, a divorcee who lives alone, is heavily dependent on her pension to support what will likely be a lengthy retirement, given that women in Japan live, on average, about seven years longer than men. A survey conducted earlier this year by the Health and Welfare Ministry revealed that women account for 87.3 percent of Japan's record number of 50,000 centenarians.
"I am lucky I did not quit my job when I married, as was the norm for women of my age," Taguchi told IPS. Indeed, she is one of a very small number of women in Japan for whom old age is not synonymous with povert...

Anti-Prostitution Campaign Picks Up Speed :: In a small dingy room on the edge of a brothel in west Kolkata, capital of the eastern Indian state of West Bengal, a 42-year-old former sex worker is trying to eke out a living selling cooked food in her neighbourhood, while tending to her sick husband and a paralysed son.
Despite the hardships of everyday life, Rubiya Bibi (not her real name), who was trafficked to India from neighbouring Bangladesh when she was a teenager, knows one thing for sure – she does not want to go back to prostitution.
Recalling the days when pimps and madams would force her to sleep with men even when she was sick, Rubiya Bibi says: "Poverty forced me to prostitution. But once in the trade's vicious cycle, I faced even more atrocities.
"I was never allowed to say 'no' to those who ran the brothels....

California Planning Low-Carbon Oasis Where Cars Aren't King :: By Braden Reddall and Rory CarrollNEWARK, California (Reuters) - Vacant industrial land near salt marshes and a derelict rail bridge seem like an odd setting for the beginnings of a lifestyle revolution in scenic California, but planners in the San Francisco Bay suburb of Newark view it as just that. With an eye on the state's new land-use laws to cut carbon output, Newark's city council just voted to convert 200 acres owned largely by chemical companies into a development that should set the trend for a state bent on decarbonizing its economy, the world's ninth largest. The marshes could be turned over to birds, satisfying environmentalists, or paved over with single family homes, like most of the Bay Area.Newark planners envision something different, which might satisfy both - or neither: ...
