With food safety bill, U.S. government will spend nearly $1 million per person to prevent food-borne illness deaths :: (NaturalNews) The recently-passed Food Safety Modernization Act, which was passed in order to prevent food-borne illness deaths in the USA, will cost $1.4 billion over the first five years. But nobody thinks about the economics of the issue. How many people are we going to save by spending this $1.4 billion, even assuming it works? To answer that question, let's look at the food illness fatality figures offered by the CDC:• Out of the 5,000 food-borne illness deaths each year in the United States, only 1,809 are "attributable to foodborne transmission" according to the CDC (http://www.cdc.gov/ncidod/EID/vol5no5/mead.htm#Table%203).• E.coli, which is often quoted in the big scare stories about food safety, only kills 78 people a year through food-borne transmission (52 plus 26, fro...

Guest Post: Are Microgrids the Key to Energy Security? :: By Dawn Santoianni "Energy independence" is a concept that has become part of the political lexicon and touted as a panacea for a downturn economy. Recently, the concept has morphed into "energy security" which encompasses not only a domestic abundance of energy resources, but freedom from energy market manipulation. Still, there are numerous and conflicting definitions for energy security. Does energy security mean using only renewable or carbon-neutral energy resources to prevent further anthropogenic global warming? How do fossil fuels, particularly natural gas, fit into a secure energy future? One thing is certain - we know an energy security failure we when we see it...or worse, experience it. The aftermath of Superstorm Sandy was the most recent example of how vulnerable society is t...

New evidence on financing equity in China's health care reform - A case study on Gansu province, China :: Conclusions:
Health care financing policies in China need ongoing reform. Given the inequity of general consumption taxes, elimination of these would improve financing equity considerably. Optimizing benefit packages in public health insurance is as important as expanding coverage, both for health care financing and for utilization management as well. Although they are progressive, out-of-pocket payments are not equitable in China and have the effect of excluding the poor from health care as they cannot afford to pay for medical care and so withdraw from treatment. Hobbits and hypotheses | Henry Gee :: All good tales should have a self-consistent back story. If they do, they are amenable to scientific investigation"Why?" If you have a toddler, this is a question that will assail your ears many, many times each day. Why is the sky blue? Why do people get old and die? Why am I here? To a person newly exposed to the world, everything is unfamiliar, and therefore deserving of explanation, even if the encrusted taboos of adulthood are broken in the asking. To a parent, who is old enough to have the luxury of taking everything for granted, it's infuriating. "Scientist" is a name we give to a person who has never really got beyond the toddler stage of inquiry. To a scientist, the world is still full of marvelous phenomena that demand explanation, and in which nothing should ever be taken for gr...

How science confounded the year's gloom | Observer editorial :: Higgs boson and landing Curiosity on Mars are just two of the great achievements of the past 12 monthsIn a year that saw Britain suffer double-dip recession; when crippling debt has risen to threaten a record number of households; when the nation faces losing its triple A credit rating; and the economy of the entire planet continues to flounder, it is hard to find many reasons to be cheerful. The human species, which has made so much of its sparkling intellect in recent decades, could fairly be accused of having made a recent hash of global affairs. It is a justifiable criticism, though it ignores some intriguing contradictory evidence. We forget that some affairs went well in 2012. Indeed, when it came to scientific achievements, the year turns out to have been a sparkling one. Interplane...

Medicare, the beloved budget buster :: The program is the single biggest factor in the deficit over the long run. But there are no easy fixes. While President Obama spars with congressional Republicans over whether to raise taxes, advocates for the elderly have been girding for a fight that promises to be at least as intense: what to do about the rising cost of Medicare, the federal health insurance program for the elderly and disabled. The program is vital to its beneficiaries, but its expenses are growing far faster than federal revenues or the economy. In fact, it is the single biggest factor in the deficit over the long run. And with multiple forces driving up costs, there's no easy way to solve the budget problems it presents. (Source: L.A.
